Across North America, 18 major internet hubs are currently down. Though several of them are in the areas hit by Hurricane Sandy, many others are not. What is going on here?

I am completely illiterate and uneducated when it comes to understanding these charts, graphs and radio communications, but I am anxious to learn all this stuff. Can anyone point me into the right direction of trying to understand all of this for possibly starting and setting something up in the future?
Are we talking short term future, or further down the line?
I don’t understand the graphs either, I was mainly concerned with the unusual number of hubs down for no apparent reason, not having been directly affected by Sandy.

You should check nanog (North American Network Operations Group) for answers on questions like this. Just because a location has a large geographical distance from an outage doesn’ t mean it won’t be affected.
When I used to design ISP’s in Ohio a good deal of our traffic routed through Chicago to give you an idea of how weird fiber lays can be for high bandwidth links. A disaster on one coast can easily cause routing failures somewhere down the line if BGP isn’t properly propagated to route around the failed areas. But the simplest answer to this problem is that there are bad routes connecting those AS (Autonomous System numbers are how different networks on the internet route between each other) where you’re seeing the failure to the downed AS. It can take as much as 24 hours for companies to properly agree on and adjust load balancing between an AS so keep an eye open to see if they get updated and start working again.
