President Pedro Pablo Kuczynski previously said would not interfere in the domestic affairs of Venezuela.
Peruvian President Pedro Pablo Kuczynski called for a “support group” made up other regional leaders to assist in an “orderly transition” of power in Venezuela, abandoning his previous position where he had called for non-intervention in the domestic affairs of other countries.
Kuczynski, who won the presidency with the thinnest of margins and is contending with an opposition Congress, claimed that the UNASUR, which is mediating a dialogue in Venezuela, had “not been able to deliver results.”
He added that he had suggested the idea of a “support group” to U.S. Secretary of State John Kerry during his recent visit to the United States.
Kerry has publicly stated that the U.S. government backs efforts by UNASUR to facilitate dialogue between the Venezuelan government and the right-wing opposition.
Pope Francis recently agreed to support UNASUR’s efforts and act as a mediator between the Venezuelan government and the opposition to help achieve a resolution to the current political crisis.
Kuczynski said he would put forward his idea to his counterparts from Chile, Colombia, and Mexico when he meets them at the signing of the peace agreement between the Colombian government and the Revolutionary Armed Forces of Colombia in Cartagena on Monday.
It was not clear if he meant that those countries would constitute the “support group.” The inclusion of Mexico is a curious choice as it is in the midst of human rights crisis, with numerous incidents of extrajudicial killings and accusations of widespread use of torture by state security forces.
Kuczynski famously met with Venezuelan opposition leader Henrique Capriles in August before meeting Venezuelan President Nicolas Maduro, widely considered a diplomatic gaffe.
After meeting with Capriles, who requested the Peruvian government support his efforts to bring down Maduro, Kuczynski said he would “follow the precepts of the Americas, which are non interference from one country to another.”
Kuczynski’s call for a “support group” appears to represent a reversal of that position.
